   “Please carefully note that the various National Associations and Delegates that attended these previous meetings DID NOT MEAN to imply, by their mere attendance, that they either (a) approved of, or (b) actually desired or intended to form, such an International Association. Their attendance meant only that they found the idea sufficiently interesting enough to sound out the ideas and possibilities, and so to try to gain further information; and it means only that they felt the best way to do this was to attend the meetings and to open discussions with others who felt the same way. No formal commitment was intended and nor should any be implied or attributed from that attendance.“
